Overview

Thokozani Paul Biyase, was born on a farm owned by the Fosters (James Foster and later Rodger Foster) near Hopewell in Ixopo, and started schooling at Emazabekweni. At the age of 10 years he moved with his Family after his father was expelled from the farm and settled at Mhlabashana near Highflats.

He did secondary and tertiary education at Deyi Secondary, Kwa-Dlangezwa High, Fort Hare University, and Wits Business School. He has a B. Admin Degree (Fort Hare 1982), Post Graduate Diploma: Human Resources Management (Wits Bus School 1996), and Diploma: Industrial Relations (IIR 1986).

He has held leadership positions in ANC (Membership No. GP1321502), SACP, and SANCO in the Gauteng Province, and is a former National Organizer in NUMSA, a COSATU affiliate. He started political activism in the Kwa- Dlangezwa 1973 students strike (an offshoot of the Durban workers strikes), which was led by Nobleman Mzala Nxumalo. He was active in the Black Peoples’ Convention when it was banned in September 1977. He was active in the ANC Alliance movement when this movement was unbanned in 1990 and has served in the ANC self-defense units structures and participated in ANC Activities here in Ixopo as well, particularly towards the April 1994 elections.

He has a passion for the social and economic development of Sisonke District Municipality and its people. He brings to Sisonke District Municipality a wealth of experience in Management and development, having been in Human Resources & Labour Relations for over 20 years and have been a Community Activist and Management Consultant in the Gauteng Province over many years.  He worked with organizations including Anglovaal Mines in Klerksdorp, Unilever, SABC, and NUMSA in Johannesburg.
