Community Services


Economic and Community Services (ECS) Department is responsible for service delivery and to promote Local Economic Development (LED) initiatives within Sisonke District Municipality (SDM), Environmental Health, Development and Planning. The department is also responsible for disaster management, crematoriums, waste management, performance management systems, promote tourism and economic development in the district.

ECS is headed by Ms. Nandi Dweba

I was born in 1977 as the youngest of four children born to Mr. and Mrs. Dweba at Lusikisiki in the Eastern Cape. I matriculated at Palmerton Senior Secondary School in 1994 and I enrolled at the University of Port Elizabeth (UPE) in 1995 for Baccalareus Atrium (BA) majoring in Geography; Sociology and Psychology. I completed my junior degree in 1997. In 1999 I completed Master Degree in City and Regional Planning at the University of Cape Town (UCT).

From 2000 to January 2002 I worked as the Town and Regional Planner at Settlement Planning Services; commonly known as Setplan a consulting firm of Town and Regional Planners; Geologists; Economists and Environmental Scientists in Port Elizabeth. I was responsible for town planning issues such as rezoning; subdivision and development planning application; housing applications and Integrated Development Planning to mention but a few. From February 2002 I worked as a Development Planner at Sektor a consulting firm of Town Planner and Civil Engineers in East London. I was involved in development and town planning issues; IDP's etc.

From December 2002 I was employed at Sisonke District Municipality as a PIMS Centre Manager responsible for Integrated Development Plans (IDP's); Performance Management System (PMS); Land Use Planning and Environmental Management Plans. From September 2005 to November 2006 I was the IDP/PMS Manager at Sisonke District Municipality. From December 2006 to-date I am the Executive Director: Economic and Community Services responsible for: Local Economic Development and Tourism; Disaster Management; Environmental Health and Development and Planning.

I am engaged and have one child, uSiba. My hobbies include reading publications; books and playing tennis.
